PDX Public Safety is an effort of the Oregon Criminal Justice Truth Project, which is a non-profit organization committed to providing accurate, timely information about Oregon’s public safety system. Our role is research grounded in verifiable data. We serve policymakers, journalists, and Oregon residents who want a factual foundation for understanding how the criminal justice system is functioning and where it is falling short.
Portland ranks 47th out of the 50 largest U.S. cities in police officers per capita. At the same time, 911 response times can extend to half an hour. These metrics raise fundamental questions about public safety, livability, and the city’s economic trajectory. This research was developed to examine those questions with rigor and specificity.
